In a move aimed at transforming rural governance and development, Sikkim’s Lok Sabha MP Dr. Indra Hang Subba has adopted the Sangadwarje Gram Panchayat Unit (GPU) under the Sansad Adarsh Gram Yojana (SAGY), or the Parliament Model Village Scheme, a flagship initiative of Prime Minister Narendra Modi. With a focused objective to convert the GPU into a model village, Dr. Subba shared his detailed vision during the official entry-level meeting held recently.

Dr. Subba highlighted that this is not his first experience with SAGY, as he had previously implemented the scheme in two other panchayat units during his ongoing parliamentary tenure. With Sangadwarje as the latest addition, the MP expressed confidence in elevating all seven wards of the GPU to model status by implementing a wide range of central and state-sponsored welfare schemes in a coordinated and timely manner.

“This is the Sansad Adarsh Gram Yojana, which I have already worked on during my term in two Gram Panchayat units. And now, under this Yojana, I have selected Sangadwarje GPO,” Dr. Subba said. “We are trying to take these seven wards to the level of a model village panchayat.”

The plan includes rolling out schemes related to rural development, infrastructure, healthcare, education, entrepreneurship, and financial literacy. The MP said that the government; both at the Centre and in Sikkim has already launched a wide array of beneficial schemes, and the key to real progress lies in their effective implementation at the grassroots level.

“We want the people to understand that the Government of India and the Government of Sikkim have a shared vision. Whether it is in education, healthcare, roads, or entrepreneurship, schemes are already in place. What’s important is to bring these schemes to the people,” he added.

As part of the broader vision, Dr. Subba aims to make Sangadwarje GPU a paperless, digitally empowered administrative unit. An e-office system is being actively promoted to minimize paper use and shift towards full digitization, making governance more transparent and efficient.

The MP also stressed the importance of mental health awareness, agriculture promotion, and financial inclusion. The team is working in collaboration with banks to help local entrepreneurs access subsidized loans under both state and central government schemes.

“Whether it’s financial literacy or mental wellness, we are raising awareness in every possible way. Our youth and entrepreneurs should have access to the best opportunities and resources,” said Dr. Subba.

The village development plan will be steered by the Block Development Officer (BDO) as the nodal officer, in coordination with the Panchayat President, Assistant Director, and all relevant line departments including health, education, and rural development.
