Sikkim Legislative Assembly begins second day budget session, key bills introduced

The Eleventh Assembly, Second Session (Part-III) of the Sikkim Legislative Assembly commenced today with the arrival of Governor Om Prakash Mathur at the Assembly Hall. The Governor addressed the House, outlining the government’s vision and priorities for the financial year 2025-26. Following his address, Speaker Mingma Norbu Sherpa officially reported the delivery of the speech, after which Chief Minister P.S. Tamang moved the Motion of Thanks, seconded by senior member Arun Kumar Upreti.

The session saw key legislative developments, particularly in higher education. Education Minister Raju Basnet introduced three new bills—the Atal Bihari Vajpayee Skill University Sikkim Bill, 2025, the Sengol International University Sikkim Bill, 2025, and the Fusion University Sikkim Bill, 2025—aimed at expanding educational opportunities. Additionally, he moved for the passage of the Capital University (Amendment) Bill, 2025.

A major highlight was the presentation of the General Budget for 2025-26 by CM Tamang, who also serves as Finance Minister. He presented the Explanatory Memorandum, Annual Financial Statement, and Estimates of Receipts and Demands for Grants, setting the stage for budget discussions in upcoming sessions.

Yesterday, on March 25, the House approved the Second Supplementary Demands for Grants for 2024-25, and the state government withdrew the Code of Criminal Procedure (Amendment) Bill, 2022, following the enactment of the Bharatiya Nagarik Suraksha Sanhita, 2023.
