Labour Minister chairs key welfare board meeting to enhance construction workers' benefits

The 51st meeting of the Sikkim Building and Other Construction Workers’ (BOCW) Welfare Board was convened onJuly 29 at Shram Bhawan, Sokeythang, Gangtok. This was the first board meeting chaired by the newly appointed Labour Minister and Chairman of the Board, Shri Bhim Hang Limboo.
The session was attended by several senior officials, including Chief Executive Officer cum Labour Secretary Shri Bhim Thatal, Labour Commissioner Shri Kashi Raj Limboo, and Additional Labour Commissioner cum Nodal Officer Smt. Tashi Lhamu Sherpa. Also present were Board Members Shri A.B. Subba, Secretary of Roads and Bridges, Director of Finance, and official representatives from major agencies such as NHPC and GREF. Several registered construction workers under the BOCW scheme also participated in the meeting.
The meeting focused on key agendas aimed at expanding welfare schemes and ensuring better safety, security, and social benefits for construction workers across the state. From health insurance coverage to educational support for workers’ children, the board explored several progressive measures to uplift the labour force that forms the backbone of the construction industry in Sikkim.
Shri Bhim Hang Limboo, in his address, emphasized the government’s commitment to prioritizing the needs of labourers and ensuring that benefits reach every eligible worker. “We must view our workers not just as contributors to infrastructure but as citizens whose welfare is vital to our state’s progress. This board must act as a bridge between policy and people,” he said, urging members to work in unison for impactful execution.

Stakeholders expressed their views on improving on-site safety protocols, regular health check-ups, and expanding financial assistance during times of need.
Participants from NHPC and GREF acknowledged the need for stronger coordination with the Labour Department to ensure compliance with welfare regulations at construction sites, especially those involving contract labour.
